To create a new gmail account, click on the above link.
Available Account types:
Administrator: If you are creating an account as an owner or controller of the domain, then select the Administrator.
End-User: If you are creating an account as a member of this domain then select the End-User option.
As the procedure is meant for administrator, please select only Administrator as account type.
Then enter your non-profit domain name.
Screen is as shown below:
And now click on Get Started button which takes you to the following screen.
Fill in the information for Google application sign up form and click on the continue button.
Now give the email id (For eg: xyz in xyz@domain.com) of the administrator or who controls the gmail account to setup the gmail account for users. The screen looks as follows:
